AVENUE FOR MEMBERS OF THE PUBLIC TO RAISE CONCERNS AS COMPTROLLER & AUDITOR GENERAL ENABLES ‘WHISTLEBLOWING’
THROUGH NEW WEBSITE

The Comptroller & Auditor General (C&AG), Chris Swinson, has announced a method by which members of the public (including employees of the States) can raise concerns through a ‘whistleblowers’ section on his newly launched website (www.auditorgeneral-jersey.org).

Announced during his speech to Chamber of Commerce members at yesterday’s Chamber lunch, Mr. Swinson said that the website had been designed as a straightforward reference source for his Reports but, importantly, a Whistleblowers section was included. This would allow a conduit for members of the public (including employees of the States with legitimate concerns in the workplace) - and whose companies do not have a procedure already in place - to make a confidential disclosure to the Office of the C&AG.

The concerns which are likely to be raised in this way are ones which relate to breach of legal obligations, or a crime, and which may give rise to concern in the public interest.

Commenting on the new facility, Mr. Swinson said:
“Under the legal obligations of the Office, it is the responsibility of the Comptroller & Auditor General to examine all referrals made - but the basis on which a decision to investigate or not, will be taken dependant upon if it would be an effective use of resources in protecting the public interest.

“It is normal procedure for Comptrollers & Auditors General to offer such a service, and I am pleased that we are able to make this facility available through the new website. There are clear procedures on what - and what not - to do, as it is important for any concerned employee, and the whole process, that proper procedures are followed.”
