COMPTROLLER & AUDITOR GENERAL TO ADDRESS IOD
On 12 January, Chris Swinson, OBE, the Island’s Comptroller & Auditor General, is to be the first speaker of 2010 at the Institute of Directors’ luncheon.
Publishing his Annual Report for 2009 and forward plan for the year at the event, Mr Swinson will highlight some of key challenges faced in his reporting of the propriety, efficiency and effectiveness of the States. The most significant reports published during 2009 included the investigation of foreign currency exchange risks arising from the Energy from Waste project, his review of financial management within the States, management within the Health Department, the Jersey Heritage Trust and the States’ management of grants – all of which have contributed to the re-structuring initiatives announced during 2009 by the Treasury Minister and the Treasurer.
The Comptroller & Auditor General will continue to drive his programme to achieve best value from States’ resources in the coming year, by establishing a regular assessment of the quality of the States’ financial management, which should demonstrate the achievements of the Treasury’s restructuring plans. He also plans to review the cost to the States of the Island’s pharmacy services, to follow up the Jersey Heritage work by reviewing the Economic Development Department’s relationship with the International Air Display, and to review asset disposals during 2009, to check that the States are achieving best value in their disposals.
As well as unveiling his core objectives for the year, Mr Swinson also told the assembled audience that, the particular nature of the role of a Comptroller & Auditor General means that, all too often weakness in States’ performance attract public attention, and consequently value and achievements go unrecognised. This, and the efforts of those people within the States who work hard to serve the Island well, he concluded, should not be forgotten amidst the strive for efficiency.
